An example of NO WEAPONS is Sinaloa Mexico; people leave their homes to the drug cartels because they don't have weapons. They pack and take off. The town's Mayer and the people want to fight back for their lives and home but they don't have means to protect themselves, so they have to leave or die. They wanted to form a citizens police but the government says no weapons for you; sorry. WHY? Mexican government is so corrupt that they don't want the citizens to challenge them in all of their obvious wrong doing so they keep them weak. This is video from, Jan 14 2013, it is in Spanish but it basically says that they family members are getting killed in executions and they can’t protect they own (parents, brothers, etc.) and because the cartel wants that land as it connect with another state they have to leave or die (note that this is not the first state that ends up deserted) - The Mayor says that he is powerless and frustrated.
